Mission and duties

The Régie du cinéma is a government agency that receives its mandate through the Cinema Act. It oversees and controls the exhibition of cinematographic works in Québec.

Mission of the Régie du cinéma

  • To classify films in order to protect youth, preserve public order, and inform the public.
  • To control distribution rights.
  • To provide a framework for certain commercial activities through the issue, renewal, suspension, and/or revocation of licences.
  • To inspect establishments governed by the Cinema Act.

Clients of the Régie du cinéma

The Régie pursues its mission in the general interest of Québec society and consumers of film products, and more particularly for the benefit of citizens and their children, as well as businesses subject to the Cinema Act .

Businesses subject to the Cinema Act, and under the responsibility of the Régie are:

Licences, stamps, and stickers

Under the provisions of the Cinema Act, the Régie is responsible for issuing the following to those businesses subject to the Act who request it and meet the prescribed conditions:

  • A distributor's licence, issued in the “general” category to Quebec distribution companies within the meaning of the Act, and, in the “special” category, for each film distributed in Québec by American majors, pursuant to the agreement between the Ministre de la Culture et des Communications and the Motion Picture Association (MPA).
  • An exhibitor's licence authorizing the operation of premises where films are exhibited to the public, issued in the following categories: “movie theatres”, “outdoor theatres”, and “multipurpose halls”.
  • A video material retail dealer’s licence.
  • A stamp for exhibition of a film to the public. The stamp must be affixed on each copy of the film or video material intended for public exhibition.
  • An attestation of a filing certificate (sticker). The sticker must be affixed on each copy of a video or DVD intended for retail sale or rental.
